INTERNATIONAL OPEN ARCHITECTURAL COMPETITION


1. GENERAL PROVISIONS
1.1. The idea of the competition (competitive tender) is to seek new and fresh architectural ideas and to get a bright memorable complex on the shores of Issyk-Kul Lake, introducing the latest achievements in the field of design and construction.
1.2. The organizers of the architectural competition “International Youth Centre and Yacht Club on Issyk-Kul Lake” are Issyk-Kul Karven Yachting Company and the Designers Association of Kyrgyzstan.
1.3. The competition is to be held in accordance with the procedure provided for in this tender documentation and the announcement of the holding of a competitive tender.
1.4. All information (in Russian) and documents provided by this competitive documentation are posted on the official websites: http://www.karven.kg and http://www.apk.kg.

2. COMPETITION PROGRAM
2.1. The subject of competition is to perform the best schematic design of “International Youth Centre and Yacht Club on Issyk-Kul Lake”, as well as environmental design that meets requirements of this tender documentation (hereinafter referred to as the competitive design).
2.2. The competition shall be held in one round.

3. GOALS AND OBJECTIVES OF THE COMPETITION
3.1. The main goal of the competition organization is to provide a modern, bright, unconventional and memorable design solution of the complex in a unique location on the shores of high altitude Issyk-Kul Lake. In their designs, the competition participants shall take into account and make the most use of peculiarities of the area environment: the racetrack complex and sports facilities on the northern side, woodland park area to the east and west and the common resort beach strip along the shore of Issyk-Kul. When assessing the competitive materials by the jury, an important factor shall be taken into account: some particular regional features in the designs to be provided.
3.2. Conducting this competition is intended to facilitate the practical implementation of innovative technologies, engineering systems and equipment, the latest design trends in the construction and comprehensive arrangement of the public buildings, development of architectural and constructional design as well as application of energy-saving and environmentally friendly technologies in construction.
3.3. The competition aims at assisting Kyrgyz and foreign architects in the practical promotion of their ideas, developments and projects.

4. COMPETITION PARTICIPANTS
4.1. The competition shall be an open one. Professional Kyrgyz and foreign architects may take part in it.
4.2. A competition participant may be an individual architect or a development team.
4.3. Members of the jury, as well as their family members are not eligible to participate in the competition.

5. COMPETITION NOMINATIONS AND AWARDS
5.1. The competition is to be held in the main nomination:
In this nomination the following prizes are awarded: the 1st, 2nd and 3rd places and honorable mentions.
5.2. Prizes:
As a result of the competition, three prizes are awarded in the main nomination: the first, the second and the third prizes and two honorable mentions.
According to the outcomes of the review of the designs in the main nomination, the competition jury awards a prize.
5.3. The prize fund comprises 12,000 US dollars.
5.4. The competition winners will also be awarded with Diplomas of the Designers Association of Kyrgyzstan and cash bonuses from the Competition Customer:
1st place - 5,000 US dollars;
2nd place - 3,000 US dollars;
3rd place - 2,000 US dollars;
Honorable mentions - 1,000 US dollars each.
5.5. The best design will be used as the basis for further development under an agreement with Issyk-Kul Karven Yachting Company and the authors will also be awarded with a trip to the best European yacht clubs.

6. JURY AND VOTING
6.1. For review and assessment of competitive designs as well as determination of the competition winners, a professional jury has been formed consisting of:

6.2. The jury consists of at least 5 people; it works with observance of confidentiality and issues a resolution record on awarding prizes.
6.3. The main criteria for evaluation of architectural solutions are as follows:
• professionalism and the ability of creative thinking and understanding of the goals and objectives of competition;
• the integrity of overall architectural solution;
• reasoned selection of architectural solutions applied in the context of the above objectives;
• innovation of architectural thinking, originality and uniqueness of design solutions.
6.4. One form of voting is provided for – that is the voting of professional jury. The decision shall be made by a simple majority vote in the manner determined by its members.

7. THE LIST OF MATERIALS TO BE SUBMITTED AND THE REQUIREMENTS THERETO
7.1. All materials should be placed on a sheet 1200 x 3000 mm.
7.1.1. The competitive design shall include:
• Sketch master plan at a scale of 1: 1000
• Floor plans of buildings with the flooring schedule and the legend, parameters and main dimensions at a scale of 1: 200 - 1: 400
• Front elevations and sections at a scale of 1: 200 - 1: 400
• Illustrative materials (visualization / rendering)
• Interiors (optional)
• Photos
• Explanatory note no more than 2 pages of A4 size
• Main technical and economic parameters shall be placed on the base sheet
• Additional materials at the discretion of the author
• To design shall be accompanied with a CD containing all competitive materials, the base sheet at a scale of 1: 1 with a resolution of 300 dpi.
7.1.2. All competitive materials shall be submitted under the code number expressed by a 6-digit number. The code number shall be placed in all competitive materials in the upper right corner; the font height shall be not less than 10mm.
7.1.3. The competitive materials shall be accompanied with a sealed envelope containing the information about the authors, and the percentage distribution of the prize between the team members. The same code number shall be put on the envelope.

8. DESIGNS SUBMISSION FOR COMPETITION

8.1. All participants should submit developed designs in full no later than June 15, 2015 at 5.00 PM.
8.2. The address for submission of materials is as follows:

9. COMPETITION COMPLETION
9.1. The jury's resolution shall be taken not later than 06.07.2015, and it shall be issued as a relevant resolution record.
9.2. The results shall be published on the website: www.karven.kg
9.3. The prizes shall be issued to the winners not later than within 10 days from the date of announcement of the results.
9.4. The awarded designs shall remain at the disposal of the competition organizers, while their authors shall retain the moral copyright for these designs.
9.5. The organizers shall reserve the right, at their sole discretion to publish the designs participating in the competition in print media (with the information about authors stated in the participant’s application), and to place competition works on the website.

10. COMPETITION RULES AND REGULATIONS

10.1. Announcement of competition –April 13, 2015.
10.2. Deadline for competitive designs acceptance –June 15, 2015.
10.3. Work of the jury:
Final voting of professional jury – by July 6, 2015.
10.4. The exhibition of presented designs - from June 20, 2015 in KARVEN group Company
10.5. Announcement of the results and awards –July 7, 2015.

TERMS OF REFERENCE
DESIGN SPECIFICATION
FOR THE INTERNATIONAL YOUTH CENTER
AND YACHT CLUB ON ISSYK-KUL LAKE
Land for the design is 12 hectares, a common resort park and beach area with a walkway is 4 hectares.
It is required to design a yacht club in the park and beach area with parking places for 140 yachts of different displacements, as well as the entire complex of water entertainments (skis, boats, scooters, bicycles, etc.).
Design of a hotel room stock (120 rooms) and a sale fund (apartments, apartments for sale) for 300 sq.m., excluding cottage development.
In the infrastructure plan the following shall be provided:
An outdoor swimming pool in the beach area with a summer restaurant;
An indoor swimming pool with a sauna complex;
A multi-purpose conference hall for 200 people, with the possibility of transformation for the use as a training center for language schools, etc.;
A multi-purpose complex for sports, concerts and discos;
Stylized “European” and “Oriental” restaurants;
Other entertainment facilities for modern youth.
Maximum use of proximity to the racecourse as a possible future facility for the joint operation.
Use the possibilities of the proximity to the forest and park area as a future cultural and entertainment area of the Center.

THE STRUCTURE OF DESIGNED COMPLEX
INCLUDES A YACHT CLUB
- Water area type: protected water areas of inland water reservoirs, where the wave is negligible;
- Minimum depth of water area shall be in accordance with the Depth Measurement Act, which is an integral part of the Terms of Reference – that is 1.9 m;
- Fleet composition (total number is 140 spaces: 100 aquatic and 40 terrestrial spaces, distribution by sizes is as follows: 10 х 16 х 5; 20 х 13 х 4; 40 х 12 х 3.5; 30 х 9 х 2.5)
- Type of berthing facilities (floating pontoons);
- Description of berthing facilities (reinforced concrete pontoons 12 m long and 2 m wide; installation of the pontoons on the permanent mooring anchors; berthing facilities are mounted on pontoons: water and electricity);
- Additional information on the arrangement of the coastal area:
availability of an open area for storage of vessels, a shiphouse (warm) - indoor facilities for storage and repair of yachts, a yacht club building, a hotel, a parking area for motor vehicles and other cars, warehouses for yacht equipment, specialty shops with clothing and other things necessary for sailing sports and travelling, souvenirs, as well as food; a filling station for yachts; an environmental reservoir for taking liquid waste; spaces for all kinds of garbage).
The Yacht Club, as a part of the designed complex, should be separated from other facilities with common access, in order to provide the entrance to the club for members of the yacht club, yachtsmen and their guests only.
Documents on the system of anchoring or piled fixing (for floating berthing facilities), for example:
- A reinforced concrete anchor with the holding power of 1.2 tons;
- Calculation of the mooring and fastening system of floating berthing branches;
- Scheme of mooring and fastening of berthing facilities to the anchor and to the shore;
- Details and parts of securing the anchor chain.
Additional documents required in case of running a low-voltage lines to the berthing facilities (internet, phone, TV, video surveillance systems and so on).
The ground part includes documents on:
1. General zoning, including the design of coastline, landscape and road schemes;
2. Shore protection;
3. System of drainage, water supply, sewerage, lighting and wiring in the coastal area;
4. Parking;
5. Waste water system;
6. Vessel maintenance infrastructure (a maintenance and repair area, an area of lifting / lowering and moving vessels, a shiphouse and open areas for storage of vessels);
7. Materials handling equipment;
8. The facilities for collection of domestic waste and waste fuels and lubricants;
9. Facilities for visitors (a club house, changing rooms, toilets and showers)
10. Facilities for the staff (changing rooms, toilets and showers);
11. Other structures on the coast, such as a club house, a shop, a hotel and a restaurant.
A detailed list of documents to be developed for the land part of the territory of the Yacht Club shall be extensive and confirmed in each particular case.
